This is where the High Alpha and Alphess of the Neutrals exist. If any of the alphas were to have any issues needing talked about, or a dog wanted to become alpha of an unclaimed territory, they would go to the high Alpha and Alphess and they would see how fit that dog would be to become an Alpha. They even have their own pack on the royal lands, but only the best of the best are chosen to serve on their lands. Their lands stretch far and wide with a radius about three miles. They live in a deep and old forest right by a lake made of only glacier water. It snows in the winter and is warm in the summer.
